Villain traits

What qualities make a good reoccuring villian in your opinion? I seem to have trouble with reocurring villains. I have made a couple good ones, but most are kind of pathetic. What features help villains peronality and make them more effective? What about there powers? I asked my friends, and all I got was not make him to cool(to prevent the players from liking the villain). Any ideas would be appreciated.

Give the villain believable motives. Pure evil is fun, but can make for two dimensional enemies. Give him some personality.

Powers can be important, but honestly, memorable villains are often more about what makes them tick than what they can do.

good traits in a villain

Make sure your villain is always two or three steps ahead of the players, even if the players think they've got the upper hand on the villain he/she should always have a few aces in the hole or new tricks to either get their own way or escape.

In my opinion, a good villain is a villain who can succeed despite the player's best attempts. It's no fun to have the bad guy beat you all the time, but likewise if the party just keep beating the villain things are going to get old quick. Maybe, for some quests, there should be a sense of loss despite the party being generally successful, or some small victory despite the villain ultimately being successful.

EDIT: In case you can't tell I am a fan of the "mastermind" style of villain, your Master from Doctor Who or your Moriarty from Sherlock.

I agree not having your reoccuring villians feel emasculated is what makes them good. if not they just turn into dick dastardly... and noone wants that
