Karl comes from a tiny village in the extreme north of Norway. Being on the Artic Ocean, Kristiansund is a fishing village, when the bay leading to the sea isn't frozen over. The rest of the time, the elder men of each family hunt for their meals. As guessed, this tiny village has eschewed the modern features of society, opting instead to live off of the land (and the water) as they can.
Karl is the third of four children. He has two older brothers and a
younger sister. His mother died when he was 10, the result of a freak
moose-biting accident while she was on holiday in neighboring Sweden.
As a result, Karl would stay home while his father and brothers would join in the hunting and fishing expeditions to take care of the household and his younger sister. As a result, Karl is much closer to Sigrun than either of his elder brothers or his father, who were gone most of the time.
Growing up, Karl never truly understood why his village kept away from
modern technology. On a trip to Oslo when he was 13, Karl first saw what the outside world was really like. People could walk up to a box and obtain food from thin air; transportation was done by flying craft and not by dogsled; serious illnesses were all but abolished. It was Heaven!
His visit was all too brief, however, and from that time on, Karl knew he would leave his village someday to take part in modern society.
On his 16th birthday (the day he became a man, according to the beliefs of his village), Karl informed his family that he would be leaving the village to make a life for himself. His father and elder brothers reacted as Karl feared they would; by helping him out by throwing him out of the house. Sigrun was too young to fully understand why her brother and guardian was leaving. Karl promised he would visit someday soon.
Life in the big city proved almost too much for Karl. Overwhelmed by the modern culture, Karl wound up homeless, a rarety for life in the 24th Century. Soon, however, Karl managed to gain a foothold, and started attending classes at the University of Oslo. Before long, his instructors realized he had a knack for both psychology and hunting (while his brothers were away, Karl would often slip out and hunt on his own, honing his skills).
Upon graduation from Oslo, Karl joined Starfleet Academy, where he was pegged from the start as being an ideal Security officer.
Graduating near the middle of his class, Karl was assigned to a backwater station known as Refit and Maintenance Facility #15, out near Cardassian space. When the station was attacked during the opening maneuvers of what would become the Dominion Wars, Karl was recognized for his bravery and combat prowess which aided the evacuation of more than 40 civilians to DS9 before RMF-15 was occupied (only to have DS9 later fall into Cardassian hands anyways)
Put on medical leave for numerous phaser burns and other wounds from the aforementioned confrontation, Karl is eventually reassigned to DS9 after it is reclaimed as the original CSO, however political cavorting has him replaced by ODO, and he is reassigned yet again to the Cerebus.
