Physical Description:
Kelsey is a big man with a stocky build, broad shoulders and a build that matches the look of a man who’s brought himself into the peak of physical condition. His face is chiseled, his skin color is tanned giving him a dark, brooding look. He wears his hair short as per regulation, but has a goatee and mustaches that he wears neatly trimmed. He has heavy eyebrows and deep set eyes as well as a thin scar that cuts through his right cheek and down to the corner of his mouth. The left side of his face and lower jaw have much more prominent scarring from multiple blades.

When in uniform he is comfortable in his reds. His uniform is always well-pressed and in order, though now-a-days he is rarely unarmed.

When out of uniform he tends to relax in simple, but well-cut clothing of darker colors, preferring reds and blacks that are indicative of his Star Fleet affiliation.
   
Family and Background:
Kelsey’s mother and father served aboard the U.S.S. Rabin where his mother, Victoria, worked as the Communications Officer and his father, Jordan, was the Science Officer. They received this assignment after Kelsey was born and he spent his first few years aboard the Rabin where he was educated on-ship.

When Kelsey was eight his father was killed during an away-mission on Pason IV. He was later able to read the details of the mission and learned that the away party had been ambushed by a Romulan separatist group. This led to Kelsey’s extreme dislike of the Romulans and his mother’s reassignment to Star Fleet Academy.

Kelsey enrolled in the academy as soon as he could, determined to carry on the family legacy of serving Star Fleet.

2350.11.03 (22)– Enrolls in the Future Officers Training Program, an after hours course for those interested in furthering their ROTC training. Meets Sherry Madison, a science student. The two strike up a relationship.

2351.01.04 (23)– Meets Captain Frank Jorrel of the U.S.S Leeds. Captain Jorrel is a friend of Victoria’s and invites Kelsey to dinner where they discuss his future.
2352.12.30 (24)– Kelsey graduates Star Fleet Academy and is immediately assigned to the Leeds as an Ensign where he serves on the Bridge as a communications officer. Kelsey and Sherry are married (Sherry is assigned to the Crazy Horse in their science department).

2354.08.12 (26)– Kelsey takes part in an away-mission on an asteroid mining facility from which a distress call was received. Beaming to the asteroid was out of the question as the magnetic waves were too great and they couldn’t get a lock so they took a shuttle. Once there they encountered a fierce type of alien predator that decimated the away-mission’s command staff. Kelsey took command out of necessity and ended up getting three of the five back to the Leeds (the other two were the command staff). Kelsey receives commendation for his heroism and is promoted to Lieutenant (Junior Grade). His responsibilities aboard the Leeds extend to include assisting in operations.

2356.10.10 (28)– While the Leeds is exploring an isolated ice planet the away team (led by Lt. Commander Allison Shore and seconded by Lt. Greg Simons) they stumble on a sleeper Borg establishment. The Borg wake up and Lt. Simons is assimilated before they can react. It is a hairy fight and run situation that forces Kelsey to go hand-to-hand with some of the Borg. He manages to break free, but Lt. Commander Shore and two ensigns are assimilated. Using the small amount of training in tactical behavior received at the Academy, Kelsey establishes a secured post and rigs a communications relay with the Leeds warning them of the Borg encounter in just enough time to allow them a countermeasure to the beaming attempts of the Borg. Kelsey then follows the instructions of the Security Chief to rig the facility to blow. He takes a jettison pod that launches him into the atmosphere moments before the explosives go off. Back on board the Leeds, Kelsey is awarded the Medal of Distinguished Courage.

2359.09.03 (31)– Promoted to Lieutenant and receives transfer to the U.S.S. Ghandi as the Operations Officer.

2360.02.12 (32)– A tense situation arises between a Federation world and Farengi when a Farengi freighter crashes on the world and the inhabitants believe it to be a slaver’s vessel. Kelsey is instrumental in working out a peaceful solution (the Farengi ship turned out to be nothing more than a merchant vessel and the missing people that the humans claimed to be taken were actually victims of a deranged scientist working on genetic experimentation. It was Kelsey’s team that stumbled on the scientist’s work when one of his crew on observation detail witnessed the scientist’s lackey stalking a new victim).

2364.02.11 (36)– Through Kelsey’s exemplary service he is promoted to Lt. Commander aboard the Ghandi underneath Captain David Shelton and Commander Adam Borroski.

2366.03.17 (38)—Kelsey receives word that Sherry has been reassigned to the Discovery as a Lieutenant Science Officer. Kelsey requests transfer, having been too far apart from his wife. He receives the position of Second Officer and his duties include operations/comm.

2366.11.18 (38): Participates in the Discovery mission to transport a shipment to Aldor V where they encounter the terrorist cell called BTF. Led the away mission that ended the threat.

2367.09.03 (39): Kelsey's daughter, Hannah-Rea Gavison, is born aboard the USS Discovery.

2368.04.10 (40): Kelsey is promoted to Captain and given command of his own vessel, the USS Charon.

2370.05.03 (41): Kelsey takes some leave time to help settle Sherry and their baby girl, Shilo, on Kotha Tremali (New Bajor) within the Gamma Quadrant. Sherry had made some friends among the Um'thara who settled there and had planned on doing a long-term chemical analysis for Starfleet on the water systems there. With Kelsey and the Charon being stationed just through the wormhole, they figured he could visit frequently. Shilo was almost two.

2371.01.08 (41): Kelsey receives orders to make haste to New Bajor as there was the threat of a Dominion attack. The Charon was part of a Bajoran/Federation task force sent to the planet, but they arrived too late. Every last colonist, including Sherry and Shilo, were massacred and left to rot in the sun. Kelsey petitioned to go after the Jem'Hadar attack force, but was shut down.

2371.02.06 (41): Kelsey makes sure to volunteer the Charon for the first sortie into the Gamma Quadrant. It was a clandestine mission called Operation Mad Dog, the details of which have been buried in bureaucracy. The mission entailed ship to station combat, during which Kelsey was severely injured by a Jem'Hadar bladed fist resulting in the left side of his face being scarred from the temple to the jawline.

2371.03.08 (41): Kelsey volunteers the Charon for another run, this one also black ops called "Operation Slick Snake". This one takes the Charon into the Cardassian Union, and since the war has started has become open book. It was a rescue mission for some Bajoran diplomats caught behind enemy lines on Panora. The Charon completed the mission with minimal casualties and damage.

2371.03.25 (41): The Charon is ordered as an escort for the research cruiser Myrmidon as it performed some research on a comet passing close to Cardassian space.

2371.04.10 (41): Kelsey manages to swing volunteer assignment for the Charon to another black ops mission into the Gamma Quadrant. Mission details are still locked. The Charon returned to Deep Space Nine singed, but with minimal injuries.

2371.04.30 (42): The Charon is scheduled for escort of the Rhode Island, a research vessel determined to get some scientific samples from Draygo. Fearing a possibility of Cardassian interference, Kelsey participates in the away mission where they encountered raiders. He's instrumental in warding off the attack and receives a commendation of bravery for his actions.

2371.05.20 (42): Tensions rise along the Cardassian Union borders forcing the Charon to engage a Cardassian Galore-Class Attack Cruiser. The Charon comes out on top, barely, and through some tricky engineering work manages to beam an away team directly aboard the enemy bridge. The maneuver ends the conflict (which was caused when telemetric readings went askew due to an alien entity aboard the cruiser. Gavison is awarded the Tactical Star.

2371.06.28 (42): The Charon is repaired in full from its encounter with the cruiser and Kelsey immediately follows up with a volunteer mission into the Gamma Quadrant again. Mission details are still locked, but the Charon returned successfully.

2371.08.05 (42): The Charon is ordered to investigate a distress call from Delavi. Thought to possibly be from Voyager, orders were to look for survivors. Arriving planetside, the away mission (led by Commander Fletcher) is brought under fire by a Jem'Hadar outfit investigating the same signal. The majority of the away team was lost. Kelsey beamed down with contingent of MACO and led the rescue operation. Kelsey received minor injuries in the battle, as did Fletcher, but they were able to make it to the signal source which turned out to be attached to a long lost Bajorin science vessel: all hands lost. An alien substance was found and retrieved in the process. The Charon barely managed to escape the Jem'Hadar attack cruiser and make it back to DS-9. The alien substance was carted off to a better suited facility almost immediately.

2371.08.25 (42): Kelsey volunteers the Charon for a scouting mission into the Cardassian Union. Mission details are now open. The mission was to plant an agent on Cardassia who would be able to deliver intel to Starfleet further down the line. The mission was successfully carried out.

2371.09.15 (42): The Charon is assigned patrol duty in the Badlands.

2371.11.02 (42): The Charon is reassigned as an attachment to DS-9 when a changeling is found by Captain Sisko trying to get them to enter Tzenkethi space. They are diverted to Bajor to pick up a political prisoner being transferred to Captain Sisko's care for interrogation. The prisoner's name is Gul'Andakot. Transfer successful.

2372.01.13 (42): Tensions rise in the Alpha Quadrant when war is declared on the Cardassians by the Klingon High Council. The Charon was put on near constant Yellow Alert as they continue to patrol the space around DS-9.

2372.03.20 (42): A distressed frigate transporting medical supplies to Bajor receives the Charon's aid in fending off a pirate attack. Kelsey led the mission to board the frigate while Fletcher engaged the three light cruisers being horrendously manned by the pirates. The crew and cargo of the frigate were successfully rescued just before the pirates blew the frigate. Two pirate vessels were disabled before the third made their escape. Proof aboard the pirate vessels indicated Dominion influence.

2372.04.12 (42): Kelsey volunteers the Charon to seek hunt down a pirate vessel called the Crow of Regulak which had been hunting Federation ships from within Cardassian space. The impulsive intentions of a Klingon Bird of Prey nearly fouls the mission, but the Charon is able to salvage it. Unfortunately, the pirates aboard the Crow of Regulak didn't want to become prisoners of the Federation and caused a warp core overload before they could be rounded up. Starfleet chalked the mission up as a success. Kelsey wanted more information condemning the Dominion so that Starfleet would go to war.

2372.04.28 (43): The Charon engages another pirate vessel near Nivoch. An away team led by Commander Fletcher manages to take the enemy engineering bay while another away team led by Lt. Cmdr. Talon takes the command center. It is a clean capture, and it is here that Gavison learns the pirates are being led by Thot Graal, a powerful Breen military leader.

2372.05-09.09 (43): The Charon is instrumental in rounding up and destroying twelve pirate vessels as well as infiltrating one planetside establishment and capturing a meeting among pirate captains. On Stardate 49775.3 the Bajoran colony of Prophet's Haven is attacked. While the Charon is too far away to assist it does participate in the skirmishes resulting from the retreating Breen ships.

2372.09.21 (43): The Charon is again called upon to enter Cardassian space, flying a scouting mission past Pullock to investigate reports of a growing fleet. The mission is a success.

2372.10.15 (43): The Charon is ordered to DS-9 where it undergoes a refitting of armament after Sisko and his crew discover Dominion technology on a ship they salvaged while surveying Torga IV. The new tech promise to help against the Jem'Hadar's phase armor and polaron beam weapons.

2372.10.27 (43): Intel reports indicated a huge fleet of Dominion ships gathering to assault DS-9. The Charon is stationed in preparation for its defense alongside the Defiant and a few Cardasian ships. Gul Dukat's treachery allows the Dominion through the wormhole. The Defiant is forced to leave DS-9 at one point to round up an errant runabout, and upon its return the Dominion fleet withdraws. Captain Gavison is present for the renewal of the Khitomer Accords ceremony held by Chancellor Gowron of the Klingon Empire and Captain Sisko.

2372.11.15 (43): The Charon engages a Cardassian cruiser while on patrol. The Charon takes minor damage, the cruiser's propulsion systems are damaged. Reports of incoming support cause the Charon to perform a tactical retreat until reinforcements arrive at which time the three Federation and two Klingon ships route the four Cardasian cruisers.

2372.12.10 (43): While patrolling the Cardassian border, the Charon encounters three long-range Jem'Hadar fighters. The Charon destroys all three.

2372.12.15 (43): Again on patrol, the Charon encounters two Jem'Hadar attack ships and engages them. The Charon takes some damage to their sensor array and has a hull breach on deck five resulting in twelve dead, twenty-two injured. Both Jem'Hadar ships are destroyed.

2373.01.05 (43): Gavison volunteers the Charon to enter Cardassian space on another scouting mission, returning successfully to report a massive gathering of Dominion vessels already forming at Cardassia.

2373.01.18 (43): On patrol, the Charon encounters a single Jem'Hadar attack ship. Battle ensues and the ship is destroyed with minor damage to the Charon.

2373.01.26 (43): Battle ensues when a Klingon Bird of Prey and a Jem'Hadar Battle Cruiser encounter one another near the Charon's position. The Charon goes to the Klingon ship's aid commanded by Captain Kull Nadak. Together they cripple the battle cruiser. The Charon reported five dead and thirty-six injured.

2373.02.21 (43): Captain Nadak receives permission to press an advantage the Klingon contingent assigned to DS9 thought they found within the border patrols and leads three ships to engage Jem'Hadar and Cardassian vessels while the Charon sneaks through the defenses in a rescue mission, relieving a small group of Bajoran political prisoners from a Cardassian prison transport. Captain Gavison leads remains aboard the Charon while Cmdr. Fletcher and Lt. Cmdr. Talon lead the boarding party of MACOs. The mission is a success.

2373.03-11.10 (44): More patrol skirmishes and black op missions that are locked to the public eye occur for the Charon with a success ratio of 89.3%, one of the top percentages for any Star Fleet vessel stationed at DS9.

2373.11.15 (44): The Charon joins the task force headed for Torros III across the Cardassian border while the Defiant and other ships began to defend DS9 from the Dominion-Cardassian attack fleet. It was a harry skirmish, but the Cardassian shipyards were successfully destroyed. Unfortunately, DS9 was lost as well and the Charon withdrew along with the rest of the Fourth Fleet.

2373.11.25 (44): Kelsey volunteers the Charon to reenter Cardassian space in a mission to plant a trilithium explosive within a Cardassian weapons manufacturing plant. The mission was a success.

2373.12.28 (44): The Charon is volunteered to run a scouting mission deep into Cardassian space. The scouting side of the mission went south when they encountered a Jem'Hadar battle cruiser and a small flight of fighters. Forced into combat, the Charon had to repel Jem'Hadar boarding parties while on the move when their shields failed. The Charon managed to make it back with prisoners, though just barely. Many personnel request transfers from the Charon and Captain Gavison begins his skeletal crew policy.

2374.02.16 (44): The Charon is successful in another scouting mission that reveals a huge Dominion sensor array in position on the Cardassian perimeter of the Argolis Cluster.

2374.03.03 (44): The Charon joins the 5th Fleet.

2374.03-08 (45): The Charon engages Dominion-Cardassian ships in numerous battles where they stand out as a deadly adversary, but earn the reputation as hot-headed and risk-taking.

Special Skills or Ratings:
Kelsey is skilled with communication devices and seems to have a knack for speech and understanding alien cultures. He is a strong man, but prefers finesse to brute strength and as such is very skilled in the Federation’s Martial Arts. He is also an above average shot with a phaser (scoring high in the Academy). Kelsey is a born leader with great skills in organization and management (he writes a mean report). Kelsey is a Class A pilot (of small ships) and a Class B pilot for large vessels, though he prefers not to take the helm if at all possible. He also has a defined interest in military maneuvers and tactics that has presented itself in his combat leadership.

Personal Bio:
Kelsey is deeply devoted to the memory of his wife Sherry and their daughter Shilo.

He is extremely loyal to the Federation.

He despises the Romulans and has a deep dread and hatred for the Borg due to his interaction with these races in the past. He has a newfound hatred for the Cardassians and the Dominion while respecting the Jem'Hadar's skills. He's not too fond of the Breen either. As a matter-of-fact, he'd sooner kill a Jem'Hadar than look at them, and if he ever got his hands on a Founder...

He is succinct, appears in control, but almost constantly like he's in a foul mood, and hates it when he cannot control a situation or is helpless. He knows the value of delegation and empowering people to do their job and he deeply values friendship and trust.

Kelsey is also not afraid to ask opinions and get help where needed. He used to rely on his wife’s opinion as a source of valuable insight before making large decisions (where possible), but has had that luxury taken from him. He is extremely protective of his charges and the ship he’s assigned to despite his apparently rash behavior and constant volunteering for dangerous missions. He also tends to develop a strong sense of loyalty to his commanding officers so long as they exhibit the values he finds important.
