Some items specifically say in teh rules they do not stack. Others are simply "house rules" used in this game. Sometimes the house rules are used to maintain balance.

But to just say, the DM says so, doesnt mean it makes sense. I am just asking why they dont stack? I mean if you think about it. Everyone wears magic armor, uses magic weapons, wears magic items (rings, amulets, etc.) but how does that stuff relate to one another? I mean is there a reason they dont stack, or is it just to say it would be an unfair advantage to the players?
Just trying to make sense of it. I know it is the DMs say ultimately, but what is the rational behind it, if any.

Ok to Clarify
Yes in some cases you have to use house rules like Keeper said to balance the scales so to speak
Take for example the parties fight with the Arch Devil Mammon and his wife Glasya, if not for me 'limiting' them somewhat with my 'House Rules' the party would have been totally wiped out. Instead they only lost two characters total and one only permanently with Alasdair's return.
Another Example: A fighter is wearing magical armor +1 that gives him an AC of 0 and then he finds a +6 Ring of Protection and puts it on hoping to gain a +6 to AC bringing him down to -6. Well according to the 2e rules as long as he wears armor of ANY magical type then he gets no benefit from the ring. However in my 'house' if a character is wearing magical armor they can still wear a Ring of Protection, cloak, or similier item up to +2 along with the armor and gain the benefits of both items to thier AC. However again they can only wear one of each to avoid stacking to become unhitible with a 20 sided die in a sense.
However in most cases, say about 80% of the time, I go by the books and in the case of the spell and Sandals that’s a book call as it states under the spell Haste.
“This spell is not cumulative with itself or with other similar magic.”
I read that to mean even though you were wearing the Sandals at the time of the spell’s casting the Haste spell has had effect on you, however the minute you 'activate' the magic of the Sandals all benefits of the Haste spell will be lost because of them.
Also to update there will be a post sometime tommorrow night as I'll be using Mom's Comp to do so.

No not at all
I am trying to say that the rules regarding things not stacking dont have any basis in gaming world reasoning.
For example; if Kenji tried to use this sandals of speed and had a ring of haste and they didnt work together and he asked someone why they didnt work, would there be an answer that would make sense? Probably not.
The answers for why these things dont work together isnt based in the game world but rather in the real world of the rules.
I understand why these rules exist now where before I thought it was something in game as to why they things didnt stack.
I am all new to these rules gaming and just trying to understand where they come from and all that.

In game there would also be reasons they do not stack. "You see the magic energy required to activate the sandals in direct opposition to the energy used to haste. When you try to stack they either cancel or only the stronger enchantment functions." or "The fabric of magic is tenuos and if you try to exert too much magic in any given point it could tear the fabric and that is bad so we build in a safety to teh sandals that cancels out any additional time warping spells to avoid a rip in the magic fabric" or "If we knew why they do not work in concert we could try to make improved sndals. Alas our best mages have yet to figure out how to make some magics work in cooperation"

Is Defensive a Stall?
Ok, if we are not attacking how can we do damage? Being defensive doesn't kill bugs. Ulthok can fire four arrows per round, should he state he's shooting two in each bug #1 and #2. He is most effective as a sneak attacker, using his ring to vanish then gain a flank, attack and vanish again. Same to a sword attack. Even joking about jumping on a bug is not a totally bad idea. He'd gain a backstab bonus if it worked.
So should he hold or fight?

Defensive
From what I have read here in other threads; if we stand ready to attack and hold our attack when something comes within range we get to attack then. That seems to be the way it goes.
We are attacking, we are waiting for them to come to us. Buys some time for the others to kill the lone wounded bug.
I do believe the things will be upon us this round; so I think we just stand here and attack them when they close and try to attack one or two of the ones. Being say four of us there I doubt all 9 of them could attack us at the same time especially if we are using the stairwell to guard one of our flanks.

Who said we are not fighting? The group of four is attacking and the others are moving behind us to finish off the wounded creature before turning to help us with the rest.

Poor Haila!
What's obvious is that even though we can now hurt the critters, they do pack a punch of their own. I think it'd be too dangerous for Ulthok to go off on his own (even though he does think he's Muhammad Ali!).

Tann, an updated map of where exactly the bugs and the players might be helpful (if it's at all possible with your computer in for repair).
