Remember you as a PC take more priority than an NPC, so if there's an NPC in the position you like, feel free to take that position. Especially as very few NPCs have been mentioned in the three game posts we've had so far.

All departments need a junior officer, feel free to take over the position. Make your own character, or just move Stark over there. Or if you rather play a crewman that's fine too.

The captain will give you some mission assignments during the meeting. In the mean time, drills could be in the phaser range, or could be a mock boarding, or what to do in case Klingons attack. If your unsure of what to do use that, make this your characters first command assignment, make her remember her old Commander, and wish she was still here. Have her lament her promotion. Remember this is a science vessel, all herself why she's the military presence here. Most of what Worf does when their not attacking stuff is answer communications. Maybe one of your crewmen want to get bridge certified and needs some pointers on paying the test. Your first part can be before Cole's post as well, maybe she's off duty, maybe she's doing something in the holosuite, maybe she's eating a meal with friends. Lots of possibilities. Don't give up yet

I've been thinking about that. I like that Riker and Picard are on the bridge at the same time. My initial inclination is that since we're going to be parked in the system for the next year, that most people will work Alpha shift, and skeleton crews will run Beta and Gamma waking the rest of the crew if there's an emergency. This way, there's a lot of character interaction, and no one is "stuck" doing bridge duty when everyone else is on the holodeck, etc. Not how a "military" vessel works, but this is a science vessel, so maybe they do things a little differently.
Plus during away missions, the XO is going to be outside the ship, and the Captain will be on the Ship, so there's that to think about. Not saying the XO will never be in command, the Captain trusts her officers, just looking at it from a what makes the best story perspective.

Ok, I didn't remember the episode, just scaned Memory Alpha real quick. In general, the theme of the Draconis Fleet isn't godmode, and full psychics tend to approach that. But if like you say, it's only bonding with one person, and it's done tastefully, I agree there can be interesting opportunities for RP. I rather not have a convinient Deux Ex Machina on board that solves all the problems (as much as I love Data).

Yes please edit the NPCs to have names and races and genders at the very least, put as much info as you want to. If you'd like a partner in crime Eol Fefalas is a junior officer in your department.
