Read the Recruitment Thread.
The Character building forms are there. that and starting money, Have fun, when you finish you will need to post your character in the Recruitment thread. There is a form there for you to copy and fill out.

In three months, Clint has only moved a few miles overland. This game is simply moving entirely too slow for me. Apologies, but it's time for me to move on.
