No. Lloyd has no badges of authority, or other means of proving he's working for the king. It is possible that law enforcement would recognize him if they've worked with him before and he wasn't in disguise just as it's possible criminals he's captured would too.

Tales hasn't shown up yet, but had he, you have a full and reasonably open view from the guardhouse of the gate, so you'd be able to see him.

Clarification: there are wagons and such going through the gate, bust Madius is standing off to the side with a lone horse held still by the reins. He isn't on the horse, he's leading it, and he doesn't have any wagons himself. The wagons are, however, between Lloyd and Madius.

As for the wagons between us, you mean the unmanned wagons, or wagons being used?

They are manned by people leaving the city, and within minutes there will be another lane of traffic as people start to be allowed into the city.
