Indeed! LT Moriden would have informed the appropriate teams (Tac/Sec and the rest of OPS) of the incoming diplomats as soon as she was told. For those Dept heads, if you weren't on the bridge, feel free to RP her conveying that to you since it's a routine communication.

I figured on Lasad having missed the communication from the Captain, but being informed by Moriden of the change of plans. Dio is having a terribly long day, haha!

That sounds totally reasonable.
Any time you are dealing with an NPC, even if it isn't "your" NPC, you may always safely assume that they fulfill their duties. Informing superior officers of plot-critical points definitely falls into this.
It's polite to check in with the "owner" of the NPC or department before you RP out a complete scene, but a simple notification like this can be taken directly at face value.

I'm assuming a standard security detachment armed with type 2 phasers would probably be all we need, unless there's a serious security risk that they represent to the ship or from the outside no one's told be about.

I would think so...
A standard detachment would be reasonable, possibly additional manpower stationed at "sensitive" parts of the ship. So far, all we've got is a couple of ambassadors (minus their entourages) coming aboard. I don't think there's a need for anything too out of the ordinary.

And, yeah... talk to Horatio! That's how it's done... get into his head "beyond the job," explore his past (both major events and minor occurrences, ask him about his wants/needs/dreams, etc... it's those kinds of things that you use to not only build a character, layer by layer, but, also, use as an impetus to spin off side-plots and whatnot.

Good info... I didn't want steer Brenn wrong. ASSUME can go so wrong sometimes.
I didn't want the whole formal thing between Berk and Reid to appear or turn into an issue. John knows he has not been ACTO long enough to get the promotion.
I didn't want John's actions to look like he was trying to run the department. John will may make suggestions on Security but both men are experienced there, supposedly.

Sure we can let the Ambassadors roam freely about the ship.
They'd never try to steal our technology to get an advantage or the other.
They'd never try to take over the "Superior" vessel.
And there are never other powers lurking in the shadows.
Do you think that as soon as they figure out how valuable the Dilithium is to the Federation it can turn a lot on its ear.
There may already be another bidder in the game for the Dilithium.
