In that case yes a "shocking whip" would deliver lethal type electric shock. I would likely play it that a successful attack with the whip would allow either of two options:
1. Roll a second attack roll to see if the shock damage occurs
2. Assume auto shock but have the target roll vs spell to determine damage taken.

The whip damage would still be non-lethal but added damage would be lethal. Imagine getting hit with flaming whip. The whip would just hurt but the fire would be potentially deadly. I would not allow it in my campaign as a DM as it would be a nightmare keeping track of multiple damage types.

He didn't see the trigger but he knew someone must have crossed a line someplace as the portals all turned red. Swinging around he saw a Cil well over a line and then 3 small metal men coming at the party in a menacing manner. "Well isn't that cute; tiny little metal men." Of course Alondas knew that they were not there to make friends. He unleashed a barrage of magic missiles at the one closest to him.

Fire probably the most effective method. Might hurt some of the party but should clear up the nasty leaches and give the healers a bit of a chance to show the power of their gods afterwards. Of course that coming from one who is standing well outside the leach/fire "fun zone". Silly boys all go charging in.

Sparrow saw the effects of the tentacles and leaches and was glad she learned to fight from a distance. So far her arrows were inflicting damage while allowing her to remain safe. Just to be sure, she took a moment to find a safer location to stand before sending a few more arrows towards the tentacles.

Sparrow watched as her arrows hit their mark and then continued to watch as the attacks of the others landed as well. What little joy it brought her was replaced by horror as the tentacles and then the bodies of the Elvin hunters themselves spewed forth hundreds of poisonous mini leeches. Only her decision to use a ranged weapon kept her safe from attack; several of the others were not so lucky.unit Making sure to keep out of range of the tentacles and leeches she took stock of the situation. Obviously this was a well laid trap. Further attacks might kill the tentacles but if many more leeches were released it might also kill her companions. For the moment she held her ground waiting for an opportunity to attack a tentacle if it was free of her companions.

Subject: a choice made for us
As the group put its plan into motion, the tentacles did the same. So far it seemed the tentacles had a better plan. The bodies of the elvin hunters became deadly projectiles for both the hunters and anyone they hit. Sparrow knew that they were beyond saving but also that they would soon suffer no more. Judging as best she could the trajectory of the incoming bodies, she moved to avoid them while sending projectiles of her own back at the tentacles.
